None of this tells you that you will rank. Nothing can, and anyone promising otherwise is guessing in a confident voice. What it does is take the two things you were being asked to take on faith - what your site actually looks like, and whether anything changed after you paid for work - and put them on a screen where you can look at them.
Where the honest answer is that nothing moved, that is the answer you will get. For most sites, most months, that is the honest answer.
