The buckets are the usable part. A factor every ranking page satisfies is a requirement you either meet or lose on. A factor where the ranking pages vary widely is where there is room to move. The rest is either too thinly evidenced to act on or measurably unrelated to rank. What that means and does not mean is worth reading before you spend anything.
One case study followed a DA2 site on a KD50 keyword. It moved from position 50 to an average of 19 overnight, by changing only the factors the analysis marked as significant and leaving the rest alone.
Ask The Data Questions

Recommendations that contradict each other across keywords are normal rather than a sign of a broken tool. Internal linking can be the lever on one SERP and irrelevant on the next, and only the measurement for the keyword in front of you settles it.
